EU freelance in Chile. Possible?

I'm Italian and wish to know if (and how) it is possible to work as a free lance or to start a business. In the second option an investment is involved. Does the ownership of a property in Chile give better chances to get visas etc.? making a long story short, I'd like to buy a flat, register my business and start working. Is it possible?
