Why Doesn't My Phone Work In Colombia?

I have a cheapish smart phone I used in the USA. I checked the specs and supposedly it has the necessary signal receiver to work in Colombia based on the Internet search I did. So I contacted my US phone service and they gave me the code to unlock my phone. The phone said it was unlocked. Then I went to a local minutes vendor at a small sidewalk store on the street and I bought a sim card with some minutes. I put it in and turned it on, but it won't make phone calls. I can't connect to the Colombia network. Any idea why it doesn't work here?
