M Marriage Visa

Last Sunday I applied online on the Tramitesmre.Cancilleria web site. Below are the documents I uploaded. This may not be the exact order, but each was place in the appropriate space.
1. Copy of the personal information page of my current passport.
2. Copy of the entry stamp when I entered Colombia on 4/13/25
3. Letter from my Colombian wife requesting granting me the visa. I used an example letter from this message board, that we had Notarized (4/28/25). As well as a copy front/back of her Cedula.
4. POA letter from my wife, again using an example from this board, also notarized (4/28/25) at the same time as the above letter. As well as a copy of front/back of her Cedula
5. Colombia marriage license, original certified copy (4/22/25), copy the Notary required us to make in their office before they would notarize (4/28/25), copy of my old passport at the time of marriage and the front/back of my wife’s cedula.
6. My photo (4/19/25) size 254 KB, we had taken at one of the malls in Chia who seem to understand it was for a visa and not a passport.
7. Migratory Movements (4/24/25) for both myself and my wife, with both my personal information from old passport and current passport and a copy of the front/back of my wife’s Cedula.

I just received an email from Cancilleria requesting the following:
1. Certificate of Criminal record (Judicial, criminal or police) issued by the authority of the country where you have resided during the last three (3) years with the formalities of apostille or legalization and translation, if applicable and Certificate of criminal record issued by the federal authority (FBI), apostilled in Washington DC District of Columbia and translated, with a validity of no more than 3 months.
2. Scanned certificate of migration movements directly from the original document recently issued by Colombian Immigration for both spouses.
3. 3) Special power of attorney, with acknowledgment of content and signature before a Colombian notary or consul, for the foreign couple to apply for this type of visa (Must contain notarized signatures of both the attorney and the grantor).
4. 4) Scanned copy of the marriage certificate issued less than 90 days ago. 5) Scanned copy of both sides of the Colombian spouse's ID card.
5. 6) Photograph in a higher resolution, 3x4 cm in size, in color with a white background, full and clear face, frontal view, eyes open, without accessories (Including glasses). The photo must not be blurry or pixelated, in JPG format of maximum 300 KB.
The total size of all documents uploaded were 3.8 MB, well under the 5 MB limit. Total pages were 27, under the limit of 35.

Items 2-5 I already uploaded and meets the requirements the Cancilleria states above. So, I’m not sure why they are asking for these documents again. It’s like they are saying I didn’t upload any documents. But we ensured there was a green check mark for each item in each box on their web page and we click on each one after uploading to make sure it was uploaded and viewable.
Item 1: I have not read any place where the Certificate of Criminal record was a required document for the M Marriage Visa, so I do not have this nor know how to obtain this since I’m currently in Colombia or how long it would take to get such a document, per the above requirements. There was no box requesting this document on their web page for me to upload, even if I had it.
Thoughts? They provided a phone number to call if we have questions, but not sure they will answer or if they will provide guidance. I don’t believe they could assist with any questions regarding the background check.
