Moving to Dresden - Advice

My husband has been offered a position in Dresden. We have long wanted to live in Germany, so we are thrilled with this opportunity. I have read through the information provided by the United States German Consulate and information provided at German, but I am unclear on my possibilities for employment.
*Do I have to go through the work permit process if he already is authorized to work in Germany?
*I am an IT professional. Is it still possible to acquire the IT-green card?
*Realistically, is it even possible for me to find work once I am there?
