Work Permit Question

Can someone please explain this to me because I find it very confusing.
I would like to work as a legal secretary in Germany. When I contact the Consulate here is Los Angeles regarding getting a work permit, I am told that I must have an offier of employment. But when I apply for positions in Germany, some companies state that I must have a valid work permit in order to be considered. I have been telling these companies that I would need them to sponsor me, but then I do not hear back.

Any advice or suggestions on what to do. Thank you. Brandy
