Cellphone plans - help!

Oh boy... alright, so I am checking out some of the "plans" on Vodafone.de and I see things like 100 minutes per month "free" and and 39C per minute. I could theoretically call China and I'd pay less. So, unless I am completely misunderstanding the handy situation in Germany, I'd have to be filthy rich to even consider throwing away so much money just to speak on a cellphone.

Does anyone have any idea how much a landline would normally cost? Is there are an installation fee, etc, anything I should know about?
