Public v Private Medical Insurance

I work in Germany and have private medical insurance which also fully covers my wife and children.

My wife is about to take up a job and will earn around Euro20K, which is less than the Euro48K threshold where she could opt for private medical insurance.

Q1. Does the Euro48K threshold for the option for her to go private based solely on her income alone, or on our joint-income (which IS above Euro48K)?

Q2. Does she have to get public insurance if she is already covered by my private insurance?
