Property purchase rights

Hello,

I'm wondering if you buy an apartment in a new build apartment building do you have the right to contact the other owners, who are also buying, in the building?

As such, I'm wondering if there's such a thing as the right to self-organise. When stuff starts to go wrong it's better to act as a group than as individuals.

Any help would be much appreciated.
