1.They should know the cultural characteristics of the host country.
2.They should utilise the cultural variety for the increase of net productivity.
3.They should be in the situation/position to see things from viewpoint of the foreign partners
4.They should be able to make decisions also under uncertainty.
5.Last but not least to have correct balance between respect for the partner and personal respect.
So if an IT expert works as country manager in Germany he should be able to understand the German way of doing business/work culture and last but not least the language. Same rule applies to all German country managers working in India.
