Hiring in India

Hi, I'll be travelling to Chennai to start an offshore business. I'd like to hire / pay people a general labourers' wage, aged 16-22. I'm guessing that would be $30-50 / month?

What kind of English skills / Math skills should I be expect of them? I am from the US.
