"Agricultural Land" purchase?

Hello everyone,
I just read for the first time that foreigners may not be able to buy "agricultural land" in Ireland. We are Americans with a horse farm in the US, and though we'd likely not try and replicate that, would like to buy acreage just for the breathing space. What constitutes "Agricultural land"? Is that crop or livestock farming? Is open grass land off limits for purchase? I've only read of that restriction once, on this site. Many thanks!
