5-Year Visa?

A couple I know have been legally living in Italy for the past six years obtaining their PdiS each year. Somehow they were under the impression that after 5 years of legal residency, they would be able to apply for this 5 year visa. They have never derived any employment or other income from Italy and consider themselves permanent, year-round residents. The Questura told them the 5-year visa is for those employed in Italy. Are my friends (or the Questura) well informed about this visa. Has anyone had personal experience applying or obtaining one?
