What Car Should I Buy?

Even though I apparently can drive a car of any horsepower until I get my permesso di sorggiono Italian ID card, for the first year of driving after receiving the physical card, I am apparently limited to driving vehicles which are 55 Kwh in power (or equivalent power to weight ratio).

Firstly, is this accurate?

Secondly, what new or very recent vintage cars meet this requirement other than the sorry Fiat 500?
