Dependent parents

Hi everyone. I’m doing a military move to aviano air base soon and am hoping to get my dependent parents on my military orders. However my concern is if they aren’t able to, how difficult will it be for them both to 1. Obtain a long-term visa there and 2. To obtain some kind of health care coverage
My dad is a veteran and so he should be okay but my mother has private insurance (blue cross blue shield and Medicare). Both are in adequate health but retired and have lived with me for many years, basically to help while my kids were very little...

Just worried about how they can stay in Italy with me if not granted those military orders...
