Permesso renewal while moving to another province

Hello,

My PdS expires in January 2020 and I've been informed I have to apply for renewal at the Questura.

I live in Lombardy now but will move to South Tyrol. My question is:

1. should I get the Permesso renewed before I move; if so

2. do I have to apply for a new Permesso in Bolzano?

or

can I move to Bolzano and apply for renewal of Permesso there?

Also, do I have to live in Italy continuously for more than six months per year for the Permesso to be renewed?

Would appreciate answers.
