I have been tracking credit card exchange rates. CapitalOne is the best that I have. The exchange rate , $ to Euro is the actual interbank rate at the time of purchase. Other credit cards that I have, charge up to 3% for the conversion. This charge is not called a foreign currency transaction fee.
