customs clearance & duty

I moved to Italy in 2018, and live in Campione d'Italia, Italy, and have a resident permit valid till January 2020. I am moving to Sudtirol, Italy this month where I will apply for residence. I have been informed that my household goods will have to be cleared through customs and I will have to pay duty that is assessed by Italian customs (up to 32% of declared value). Campione, an Italian commune is located within Switzerland, and the movers have to pass through border control between Italy and Switzerland. I don't understand why I have to pay duty as I am leaving with common household goods that I shipped to Italy. If anyone on this forum is familiar with Italian customs pertaining to moves within Italy involving a border crossing, please reply with details. Thank you.
