Long Term Lease without Residency

I’ve determined that this isn’t a dumb question. I hope you agree.

Situation: A dual (US/Italy) citizen wants to take a long term residential lease in Italy and occupy the unit for only 182 days or less. Qs: Is residency status avoided under this scenario? Or is the lease a de facto statement of residency. (with the requisite tax obligation)?
