Where to choose?

Ciao!
I have lived in the Northeast United States since I was born. I would like to find an area in Italy with a milder climate for retirement. I would prefer a short winter with minimal snow. I would like a safe, affordable area with some expats around. Which towns or regions should I look into? I am learning Italian and expect to speak it well enough to communicate basic things. I'm not a beach person, but I do like the views by the water. I plan spend time volunteering. I am a Christian woman and I hope I can find a good Christian church too.
