Lease Requirement for ER VISA

Is there a way around the reqmt that we must have a signed 1 yr lease at the time we apply for the VISA. Leasing companies we’ve talked to won’t issue leases more than30-45 days in advance.

Can we avoid double taxation — US & IT — on our income ( pension, SSA) ?
