Purchasing a scooter & targa

I'd like to purchase a scooter when I arrive in country (Calabria). Can anyone tell me if I can make the purchase and get the appropriate vehicle targa/license plates without having an Italian Driver's License?

I have dual citizenship but my language skills will need improving somewhat before I take the Driver's License test. I do have a valid International Driver's Permit from AAA.
