Clarification Please?

It is my understanding that, if one is of Italian heritage BUT not able to claim rights by blood, because their ancestor naturalized before the birth of one’s father, Italy provides an alternative route. If you live in Italy with a permesso for 5 years you then become eligible to apply for citizenship , as opposed to the 10 years required for residence with no Italian heritage. Is this correct?
