renovation rules

Hi! I am hoping someone on this site can share knowledge about rules and regulations regarding renovating properties in Italy. I have heard that it is the law that you hire a professional to renovate. Is that true? If it is true, do you need to have a professional do all of the renovation work or can you do most of it yourself? I would want to hire a professional for major projects such as roof, electric, plumbing. I am hoping that DIY is okay for much of the smaller projects (painting, removing or adding plaster etc.). Does anyone have that accurate information?
Thank you so much in advance!!
