Retirement Visa Health Insurance Regulations

Hello,

I’m a bit confused about the health insurance regulation for a retirement visa in Italy.
Does it mean that we have to maintain private health insurance for 5 years before we are eligible to go on the public system?
My wife is an Italian citizen, though she. has not lived there in years. Will she automatically qualify for public health services as a citizen? And last, as an Italian citizen’s spouse, will I qualify immediately for the public system?
