Renting or buying

Hi, my husband and I are moving to Italy next year. We already know that we want to stay between Spoleto and Perugia. Contacting you guys to ask this question: to open an account in Italy we need an address, but in order to have an address we’ll need to rent a place. We have 3 dogs and I understand that will be difficult to find a place that will accept 3 dogs, even if I say that they are well behaved. I understand that. But if we choose to buy a place how it works if I don’t have an account? I’m German and my husband is American. Thank you in advance if someone can help us with this topic.
