low tax car import

My Jordanian lawyer tells me I can import a UK registered car and only pay a small fee every 6months - but not the full massive car tax - however - There needs to be a certified trip ticket issued by the UK authorities - does anyone know what authority this might be & how much a trip ticket would cost?
