Kuwait visas

I was wondering whether someone has some information for me. My husband just accepted a contract appointment to Kuwait, and the company doesn't sponsor dependent visas. My parents are living there however, and we have decided to travel on our own and stay with them while my husband is working in Kuwait. We currently hold US military identification cards, and a Kuwaiti person told me we can transit in and out of Kuwait without visas, therefore don't need a resident visa. Is this true? If not, would there be a way to petition for our own dependent visas?
