Regional Travel / Banking / Cell Phone

What recommendations would you provide for cell phone service? What is the expected monthly cost and plan?

Is it best to purchase last minute airfares at the airport, purchase online in advance, or visit a travel agent for regional trips?

Any suggestions on banking while working and living in Kuwait for the next year? I will have a couple bills to pay in the US. I am wondering if it is best to wait until Kuwait to setup a bank account or should I setup an international account at Wells Fargo or Bank of America before I leave?
