Moving to kuwait

Hai guys i am vinu and i am a new one here. Right nw i am in trouble. I am a mechanical engg and i got a job cal in kuwait and they collected my certificate copies for applying for work visa. Its been 1 month and i am stil waiting for visa. Is it because of the summer period that the kuwait govt didnt issuing it and i also want to knw who is issuing work visa. Pls help me guys.
