Converting Foreign Drivers License

Hi,

I just arrived in New York and am working on a non-immigrant E-2 visa (I have a social security card). I bought insurance with safeco insurance last October using my Irish drivers license. Their underwriting guidelines changed, however, and now they will no longer insure non US licensed drivers. My broker says no other company will insure a non US driver in New York.

I have some questions:
1. Will any US state convert a foreign license to a US one without having to pass a test (the test does not bother me, but the time off work to organize it does!)

2. Are any states easier than others to do the driving test in?
