Credit Card for Expats

I had a credit card for over a decade with Horizon Mastercard in Turks and Caicos. Good for all expats, but they seemed to have gone under and only allow islanders to have one now that they have emerged from administration. This was the best card for expats for so long and now it is gone.

Does anyone know where a non-resident can get a pre-approved credit card if one is an expat but not living in the country where the card is provided? I would like a non-US based bank. Thank you!
