Immigration/Work Permit

Hello everyone!
I'm planning to go to Panama for 2 years but I just notice that there's a new immigration law. I'm very good with spanish but I'm not sure how all this visa/permit works. I intended to go there and teach english. I'm not convince with the idea of work at a school as I prefer to do it by my own. I would like to know if in this case I'll need a work permit. Also, what kind of permit can i apply?
