applying for pensionado program while in us

I just read on another post that it might take at least 8 months before my application is approved. No problem there, but I never realized that it has to be approved before you can ship stuff there without paying duties. DUH. Is it possible to apply while still living in the us before moving to Panama? I am working on taking a trip to Panama this summer and if everything goes well, apply soon after. Don't plan on making the actual move until next summer when my social security kicks in. Thanks for your help. Having people like you there that have already gone through all of this really helps people like me avoid some of the headaches you had to deal with. Hopefully I can do the same once I move there.
