accessibility

I have been thinking of moving somewhere in Central or South America and Panama is top of the list. I am medically retired from the military and confined to a wheelchair. I have not picked a location but I would like to be near the ocean. I am a scuba diver and it would be nice to be near a place good for that.

What I am wondering mainly is how accessible is Panama? I realize it will depend on where I live, but will I find a place like that?

Also if I want to visit how can I get in touch with an expat that is already living there and could meet and maybe show me around a bit?
