Proof of return ticket

I know it is the law to show that you have a ticket to leave the country as you enter on a tourist visa, and I had to buy a bus ticket on one crossing from Costa Rica. It cost me $14. However, my daughter-in-law took a short trip to Columbia and they would not let her on the airplane without a return ticket. She had to buy a $500 return ticket to Columbia before they would allow her on the plane! It this just a Columbia thing or are they inforcing the law now? I have entered this country may times by plane and never had any problems before.
