Panamanian Credit Union reliability?

I live in the US, but have been researching moving my savings offshore in advance of the FATCA law, as I intend to retire outside the country. I've been advised that some of the Panamanian credit unions are paying up to 8.5% interest on 5-year CDs. How to I verify the solvency of a credit union in Panama? Any suggestions would be appreciated.
