moving to Panama

We are planning our move to Panama. In regards to Pensionado Visa, I have read that documents (birth cert, marriage cert, income verification) needed to be apostilled by Panamanian consulate. Friends of ours have been in Panama for nearly a year. They had their documents apostilled by the Department of State. This is provided for by the 1961 Hague convention. US Department of State for federal documents (Social Security income), and your state dept of state for state documents. I have not seen this information when checking on requirements for the pensionado visa. Any thoughts?
