retiring to Panama under Pensionado Program

Is true from what I have read that a pensionado retire persons only has to have the required income to support themselves. Not thousands of $$$$$$ in the bank to qualify to be a resident. I like all I see about the pensionado program and this the only way I could afford to come any overseas place and retire.
