Panama questions

I am US active duty military and am considering retiring to Panama with my wife and disabled son in 6-9 years. My son is 10 years old and has Down Syndrome. I have a few questions:
1. Does anyone know what the private schools charge for tuition?
2. Do any of them offer special education programs?
3. My son is on a gluten-free diet. Does anyone know if gluten-free food is available at supermarkets in Panama?
4. In my research, it seems most expats pay cash for their homes. Is financing unavailable in Panama for us?
