Moving with disabled son to Panama

We are considering moving to Panama in a few years, at which time our disabled son will be 18. Due to his disability (Down Syndrome), he will be under our continuous care. A couple of questions:
1. Will we be able to apply for his Visa as a dependent under us, or will he be considered an adult and have to apply separately?
2. How do the Panamanian people treat people with mental disabilities? We want our son to have a fulfilling life where he is respected, and not discriminated against.
