Importation of Vehicles

We currently live in USA but plan to retire in Panama during 2015.

I had previously understood that Panama permitted retirees to import vehicles free of duties. More recently, I have seen some postings on other sites indicating that this is no longer available and that the customs process is expensive and very unpredictable. Anyone have recent experience with this?
