Retail allowed or not

I have searched many websites and posed the question to those living in Panama, with no response, so I'll try here. Can a person who has obtained a resident visa and a work permit open a any kind of retails space? I have read mostly NO but during our visit there we saw many restaurants, retail shops, outdoor market vendors and street concession vendors that were clearly not Panamanian. Are they just finding ways around the law or have I been misinformed? Thanks ahead of time
