MONEY LOST - ATM

My husband attempted to W/D some money for a car deal this weekend. After waiting for 4 Weeks, for the paperwork for a used car we are buying, my went to a ATM to extract some cash. No Cash, but the ATB debited his cdn, acct. we phoned our bank, yes we had funds in the acct., and it registered as a withdrawal , so the cdn, bank says it was not there fault. my husband tried 4 withdrawals, now he is out the money each time. Any experience with such a situation out there??? Pretty scary,
