Looking for an English University

I have been looking for some time for an English speaking university in Panama or the surrounding countries. I found Florida State's Campus in Panama City to be very enticing. However, when I have looked at apartments nearby, they are at least $1,300 a month for a one bedroom. This seems very high!
So, I guess I have two questions.
1. Are there good (and reputable) websites I can search for cheaper housing options?
and
2. Are there any other English speaking universities in Central America? (I am baffled by the inability to find them on the web.) --I have looked at Quality Leadership University, but it seems that it is in the same area as FSU.
