Reasonable, reputable driver/guide

Hi There,
Can anyone personally recommend a great guide/driver that will not charge the moon and stars? I am pretty independent and could rent my own car and drive alone. Is that safe for a woman to do?
What I want to do is see Panama City for a day or two on my own, then travel to Las Tablas area and out to Playa Venao. Then also drive up to David and Bouquete. Then back to the International airport.
Are guides and drivers regulated and licensed for safety reasons? A personal referral is my hope!
I think I am coming in early April.
