Purchasing a Home in Panama

We are taking a risk and purchasing a home after our first visit to Panama. The mortgage is approved, and 10% down is paid, yet the owner seems to be dragging his feet to sign the sales contract because he also has a cash buyer. In the US the contract would have been signed after acceptance of the price, so this is strange to us. This doesn't seem normal to us, but our attorney and real estate broker say that it is. Has anyone else experienced this?
