Best Area to meet our needs

We are planning on relocating to Panama and apply for residency. Despite months of research we are still unsure of the best places to focus our "scouting trip" . We want to be within an hour of good beaches, but in an area that is not terribly hot (I can easily manage low 90's if it isn't too humid) with established infrastructure. We do not want to be in an expat gated community and we want to find a place where we can garden. Thoughts?
