Gringo Pricing/Price Negotiations

When reading forums in Ecuador I understood them to say that everything can be negotiated and negotiating is expected by the people there. If you don't negotiate you will be gringo priced. I have not found much reference to this on this forum. Is negotiating proper, acceptable or expected in Panama? Thank you for any information.
