Working on Our Pensionado Visa - Help!

Well, I've managed to collect and have almost all the required documents apostilled, copied, stamped, blessed, etc.! The only difficulty remaining is with the Social Security Administration. The letter we need to prove our SS pension can now be printed from their website; however, when we went to the SS office to ask them to notarize the letter, they refused, saying they don't provide that service. Am I just supposed to sign the letter and have it notarized by a legal Notary? Can I then send it to our state's Secretary of State for the Apostille? Or is there some other process we're supposed to follow? Thanks in advance for any help you can provide! P.S. - we will be arriving in Boquete on Sept. 20 for a week's stay, and hope to meet at least some of you while we're there!
