Tax Withholding in Panama

Can someone help me with a recent development. I am a US citizen. I have a self directed IRA with the money in custody in Panama at Wall Street Panama. My IRA owns shares in a Nevis LLC. Panama has been withholding 30% of all of my interest and dividend payments. Can I claim this money back as these are IRA funds and all of the investments are in US stock funds?
